Women Entrepreneurship Guidance, National Youth Commission, Executive Yuan -- “Flying Goose Program”

Origin of the Program:
To meet the trend of regarding gender as a mainstream consideration as well as to improve Taiwan’s women’s active contribution and help them complete their entrepreneurship dream, the National Youth Commission (NYC), Executive Yuan, has operated the plan of entrepreneurship guidance for women facing the new economic times since 2000. To build up a brand, the schedules related to this entrepreneurship guidance for women started being expanded in general and being officially called the Flying Goose Program” in 2000. Aiming at women with different backgrounds and stages, NYC schedules various training courses. Through them, it is hoped that women’s dreams and desires for entrepreneurship in Taiwan can be fulfilled as well as that a friendly environment for women entrepreneurship can be constructed. In the task of traditional youth entrepreneurial guidance, a new viewpoint of gender is brought in to wake up women’s autonomous consciousness of entrepreneurship.

Features of the Program:
(1)To provide adaptive assessments for entrepreneurship: it is made to let participants understand their own capacity to find out the most suitable models and resources for entrepreneurship.

(2)To bring local subsequent guidance into practice: every training course employs arrangement of different areas. Local experts can be invited to offer lectures. Thus local women entrepreneurs come to share their experience. Besides teaching women to regard knowledge as their entrepreneurship capacity, the Program is also expected to bring subsequent consultancy and guidance at local areas into full operation.

(3)To help complete entrepreneurship plans: Written forms and techniques for Business Plan (BP) are provided. Through discussions and reports among different teams and consultancy of supervisors and advisors, participants who have potential for entrepreneurship can be discovered.

(4)Role-model system from seniors to juniors: many of members of Flying Goose Program have successfully made their entrepreneurship accomplishments and become role models. Excellent seniors are invited to become assistant lecturers in the program and offer their experience with juniors face-to-face.

(5)Assist to apply for loans on favorable terms: Loans and financing are female entrepreneurship’s biggest demands. In courses of the program, executive officers in charge of all kinds of loan policies are invited to deliver lectures and analyze regulations related to loans and techniques of applying for loans. This arrangement can help prevent members from wasting time on exploration. 

Contents for Plan of the Program
1.To Proceed with Training Courses for Women Entrepreneurs:
Through systematic and diverse courses designed for the program, women can obtain the good level of knowledge which entrepreneurship preparation, fund raising, business marketing and alliance practice need. Also, former members of the program who have had successful in business are invited to share entrepreneurship experience with new members. Practical courses are also arranged, such as having entrepreneurship experience and paying visits to companies. All these are scheduled in order to help women step into entrepreneurship smoothly.

2.To Proceed with Training Guidance Mechanism:
(1)Theme-related advanced courses and diverse social and learning activities are arranged to help members of Flying Goose Program enhance knowledge and capacity of business management. It is hoped that they can resolve the problem encountered in business management and have more chance of starting their business successfully.

(2)Services of free telephone calls and entrepreneurship consultancy on the spot are provided. The program also traces former members’ current entrepreneurship state, strengthen subsequent guidance and resolve all kind of programs entered during the entrepreneurship process.

3.To proceed with Entrepreneurship Exposition for Women:
The Entrepreneurship Exposition takes place every year. Over 60 women entrepreneurs are invited to join it. All kinds of forums and seminars related to entrepreneurship are scheduled. Through expositions for diverse business of women entrepreneurs, entrepreneurship information and successful experience can be spread to people interested in entrepreneurship.

4.To Help Specific Women Start their Entrepreneurship:
The program also integrates with resources of the Government and enterprises, architects a platform of cooperating between them, and offers free charge to specific women (single-parent mothers, women of low income and victims of domestic violence) within limited numbers. In addition, suitable trainee opportunities can be channeled according to the entrepreneurship planning. It is hoped that through these, the rate of succeeding in entrepreneurship can be increased so that specific women can get some benefits.

5.To Attend International Conferences:
To grasp international trends and connect with the world affairs, it is hoped that international participation of women entrepreneurship can be positively carried out. We recommend excellent members of Flying Goose Program to take part in international economic conferences for women and help build up international network of female entrepreneurship.

6.To Construct Women Entrepreneurship Information Network:
